In a growing number of communities across New York, legalized cannabis is proving to be more than just a controversial policy shift—it’s becoming a meaningful source of revenue. The town of Henrietta is now being recognized as a cannabis success story after generating over $750,000 in tax revenue since the opening of two adult-use dispensaries.
Henrietta Town Supervisor Stephen Schultz said the funds are already making a difference in the community. Part of the revenue has been used to fund a dedicated law enforcement official focused on quality-of-life issues, including public safety concerns often associated with retail and commercial development. The town has also been able to reverse a recent tax increase, easing the burden on local taxpayers.
“For us, legal cannabis wasn’t just about creating access for consumers—it was about improving the quality of life for our residents,” Schultz said during a recent conversation on Connections with Evan Dawson on WXXI News. “We’ve shown that with thoughtful planning, the cannabis industry can be a real asset.”
Felicia Reid, acting executive director of the New York State Office of Cannabis Management, called Henrietta a model for how municipalities can benefit from the legal cannabis industry when it's properly regulated and integrated. Reid said the success of towns like Henrietta helps combat lingering stigma around legal cannabis.
“We’re seeing more towns look to Henrietta as an example,” said Reid. “This is what success can look like—economic benefit, public safety improvements, and no significant downside when it's managed well.”
Ryan Martin, owner of MJ Dispensary in Henrietta, said he’s proud of how the community has embraced the legal market. Martin noted that many customers are older adults using cannabis for health and wellness, not just recreation. He emphasized that the legal framework brings structure, safety, and legitimacy to a previously underground market.
As the state continues to expand its adult-use cannabis program, Henrietta’s experience offers a valuable case study. With the right balance of regulation, business support, and public investment, legal cannabis is showing promise not only as an economic driver but also as a tool for local development and community enhancement.
