    Cannabis Sales Remained Pressured in April

In April, total cannabis sales across these states reached $2.13 billion—up 2.2% year-over-year. However, when excluding New York’s dramatic growth, overall sales were actually down 3% compared to April 2023.

    Month-over-month, sales declined slightly by 1.1%. Still, when adjusting for the number of days in the month, sales rose by 2.2% on a per-day basis.

    Western Markets

    BDSA tracks cannabis sales in five western states: Arizona, California, Colorado, Nevada, and Oregon. In April, all five saw negative year-over-year growth. California experienced the largest drop at -18.9%, while Oregon had the smallest decline at -2.4%. On a per-day basis, four of the five states showed sequential sales growth compared to March, suggesting some monthly momentum despite the annual downturns.

    Eastern Markets

    The ten eastern states monitored by BDSA are Florida, Illinois, Maryland, Massachusetts, Michigan, Missouri, New Jersey, New York, Ohio, and Pennsylvania. Year-over-year growth varied widely—from a -6.8% decline in Illinois to an astonishing 930.7% increase in New York. This sharp rise was due to BDSA newly including adult-use sales in the state's totals, retroactively added from January.

    Ohio, which launched adult-use sales in August 2023, also showed strong growth. Most other states saw only modest gains or slight declines. Sequential sales dipped in three states, with Florida and Pennsylvania—both medical-only markets—among the weaker performers.

    Of particular concern is Florida, where signs of slowing sales have emerged despite an expanding number of dispensaries and unit volume growth. April marked the second consecutive month of decline for the state, which had previously never seen monthly sales drop.
